My first thought was early 60's British pop complete with Indian influenced guitar and key rhythms. Continued listening, however, revealed no real consistent genre, instead almost spoken word delivery of silly playful lyrics in a comical fashion. Funky, melodic, orchestrated. Not exactly easy listening, but definitely interesting listening.
Reminds us of: They Might Be Giants. Family Junction. A guy singing with distortion. Classic rock.
